The cracks about President Bush tell us much more about those who posted them than they do about either Clinton, Bush or Obama. The 9/11 attacks came just 8 months into the Bush presidency. They were preceded, however, by al Qaeda attacks on two African countries’ U.S. embassies, a bomb attack on the World Trade Center, and the USS Cole bombing. There were plenty of clues, and somebody must have been interpreting them.
I would say there were failures, but it is difficult to lay them on President Bush’s doorstep. Several federal agencies failed to communicate. This failure proved fatal to about 3,000 people.
